According to Hana Shaf-Brener, Leib Zeligman, a grain merchant, lived in Shkud with his wife, Chana-Gita (daughter of Hirsh and Menukha, nee Tsizling) and their two young daughters, Pesya and another whose name we are not given.
Leib Seligman is listed in Jewish Gen’s Yizkor Book Necrology Database, but, as of April 2014, the only other Zeligman in Shkud I could find on Jewish Gen’s databases is Khaya Tsipe, nee Friedelovich, who died of old age in Shkud in in 1863. A few Zalcmans are recorded for Salantai.
Jews in the Memory of Skuodas People (see link on this page) lists Leiba Zeligman under the heading Grain Trading in its business directory (18).

Avraham Zelikman was born in Skuodas, Lithuania. He was a merchant and married Minda nee Mans. Prior to WWII he lived in Mosedis, Lithuania. During the war he was in Mosedis, Lithuania. Avraham was murdered in the Shoah.
