According to Shaf-Brener, Yisroel Frieman, possibly a widower, from the town of Papelenai (or Papile?), had a 17-year-old handicapped daughter, Tsipora.
As of 2013, I could find no information on JewishGen about Freimans in Skuodas, Papile, or Papilenai.
Yad Vashem has this to say about Yisroel Freiman:
Yisrael Freiman was born in Sauliai, Lithuania in 1900. Prior to WWII he lived in Papile, Lithuania. Yisrael was murdered/perished in Papile, Lithuania at the age of 41. This information is based on a Page of Testimony (http://db.yadvashem.org/names/nameDetails.html?itemId=3942205&language=en). In view of the age difference and the place of residence, it is unclear whether this Yisroel Freiman is the same as the one who lived in Skuodas, though the two may have been related.
